Just as in the 1960s with Batgirl, Sara Lance was created specifically for television (Arrow) by Greg Berlanti, Marc Guggenheim and Andrew Kreisberg.
Though they did use some elements from the Black Canary in the comics.
She started out under the name The Canary, which she got from her League of Assassins name Ta-er al-Sahfer (Yellow Bird), and then became White Canary on Legends of Tomorrow.
Caity Lotz plays her now, though in the pilot for Arrow, she was played by Jacqueline MacInnes Wood (Dammit Barry!).
To tell you the truth, I originally didn't like Caity as Sara Lance.
But she quickly grew on me on Legends and now (next to Mick) she is my favorite character on the show.
